Bob Briggs was the director of the Cetacean Institute on the planet Earth during the late 20th century. Assistant director Gillian Taylor and he had known each long enough for him to be able to tell when she was lying. When he tried to console her about the impending fate of George and Gracie, two humpback whales in the Institute's care, he seemed to value them below Humans on the intelligence scale, something Taylor believed shouldn't make any difference.
He supervised the early return of the whales to the ocean in 1986 before the press could arrive, and in an attempt to make their leaving easier on Taylor. Upon informing her of this, she became furious and lashed out at him. (Star Trek IV: The Voyage Home)
