His name was recorded in the tactical systems crew on USS Pasteur's dedication plaque when the ship was built by the Skywalker Division at Marin County Starfleet Yards. (TNG: "All Good Things...")

In 2370, he was a yard engineer during design and construction of USS Defiant at the Antares Ship Yards. His name was recorded on the vessel's dedication plaque, on stardate 47538. (DS9: "The Search, Part I" onward)

Blackman was assigned as a shipyard engineer during the construction of USS Voyager, at Earth Station McKinley. His name was recorded on that vessel's dedication plaque when the ship was commissioned on stardate 48038. (Star Trek: Voyager)

Blackman, who was listed on various pieces of background artwork, was named for costume designer Bob Blackman.
