Admiral Black was a high-ranking member of Starfleet in the mid-22nd century. In that capacity, Black forced Maximilian Forrest, captain of the ISS Enterprise, to replace his own chief engineer with Commander Charles Tucker. (ENT: "In a Mirror, Darkly")

In both this novel and Beneath the Raptor's Wing, the primary universe Black is portrayed as a high-ranking admiral in the United Earth Starfleet prior to and during the Earth-Romulan War. The latter novel gives his full name as Gregory Logan Black.
