The First lawgiver enforced the will of Landru when other measures, such as absorption, failed. Dressed in drab-colored robes, he carried a staff that could absorb and kill. Unlike most Beta III natives, the lawgiver could initiate a conversation with Landru via the process of communing. When Kirk disabled the computer Landru, the Lawgiver became confused. This rioter took part in the Festival, a period of debauchery and lawlessness. He jumped from a street into a window, consequently breaking it, and, after staggering out onto the street again, he flung his arms in the air, screaming "Festival! Festival!" before hurrying away. These four representatives were lectured by Captain Carol Freeman on how bad Landru was in 2380.
The first Betan man, who held a pitchfork, explained that Landru was "very persuasive".
The lawgiver agreed with the first Betan's sentiments.
After Freeman and Ransom beamed away, the second Betan man, who had just bought a new scythe, confessed that he liked "purging people during the red hour," and that he was "going to keep doing it".
Upon hearing the second man's confession, the Betan female responded, "Dude, there is no more red hour, okay?" and to "Let it go." (LD: "No Small Parts")
