Barbarian or savage was a derogatory term for someone perceived as having an uncivilized nature. On Earth, the term originated in Ancient Greece. Barbarism was associated with barbarian behavior.

When Captain Braxton was stranded on Earth in the late-20th century, he referred to the residents as being "post-industrial barbarians." (VOY: "Future's End") Later, in describing the experience to Seven of Nine, he stated "After three decades with those post-industrial barbarians I had to go through extensive rehabilitation before I could return to duty." (VOY: "Relativity")

When a group of Triannons seized control of Enterprise NX-01, their leader, Pri'Nam D'Jamat, stated that it might sound barbaric to the Enterprise crew, but it didn't matter how many heretics died. (ENT: "Chosen Realm")

When visiting Eminiar VII, Captain James T. Kirk was called a barbarian by Anan 7. (TOS: "A Taste of Armageddon")

When several crewmembers from the ISS Enterprise were accidentally beamed to the USS Enterprise, Commander Spock found it easy to identify them, stating to Captain Kirk that "It was far easier for you as civilized men to behave like barbarians, than it was for them to behave like civilized men." (TOS: "Mirror, Mirror") In 2370, Intendant Kira Nerys referred to 23rd century mirror universe Terrans as barbarians. (DS9: "Crossover")

The phrase was routinely used on planet 892-IV to describe outsiders to the Roman Empire, especially those of the crew of the SS Beagle who could not adapt. (TOS: "Bread and Circuses")

Since the episode makes clear that the Romans did not know about extra-terrestrial life, the phrase seems to imply that there were parts of their planet which are not under the control of the Roman Empire.

Deanna Troi referred to Q as a barbarian after he froze Natasha Yar when she spoke out during the crew of the USS Enterprise-D's trial for the crimes of Humanity. (TNG: "Encounter at Farpoint")

In 2364, the Anticans referred to Humans as "barbaric" upon learning that Humans ate replicated meat. (TNG: "Lonely Among Us") That same year, Victoria Miller referred to the Betazoid wedding ritual as a "barbaric ceremony". (TNG: "Haven")

In 2366, Sovereign Marouk of Acamar III denounced Brull and his Gatherer band as barbarians. (TNG: "The Vengeance Factor")

In 2373, Barry Waddle described Klingons as "foul-smelling barbarians". (DS9: "Trials and Tribble-ations")

In 2374, a hologram of Weyoun told Julian Bashir that the Dominion did not torture Bashir into becoming a spy for them as the Dominion were not barbarians. (DS9: "Inquisition")

In the comic book "Domain of the Dragon God!", Spock was referred to as "Spock the Barbarian".
