B'iJik was a minor bureaucrat serving in the Klingon Diplomatic Corps during the late 2360s, presumably on the Klingon homeworld. His formal title was "Junior Adjutant to the Diplomatic Delegation."

In 2368, Captain Jean-Luc Picard was faced with the need for a cloaked vessel to penetrate Romulan space. Since he had just assisted Klingon Chancellor Gowron in his fight against the House of Duras in the Klingon Civil War, Picard naturally assumed Gowron would be willing to assist in this matter. However, Gowron consistently ignored Picard's hails, as it was revealed by Worf, that Gowron was in the process of re-writing Klingon history in his own favor and Picard's arrival in Klingon space was an unwelcome reminder of the truth.
