Azetbur was the daughter of Gorkon, the Chancellor of the Klingon High Council in 2293, and an unknown mother.

In that year, Gorkon was assassinated as part of a conspiracy to sabotage peace talks between the Klingon Empire and the United Federation of Planets, and Azetbur was subsequently elevated to the position of Chancellor in her father's place. In that capacity, Azetbur carried on her father's attempts at peace, and attended a peace conference at Camp Khitomer. There, Azetbur was present for the attempted assassination of the Federation President by members of the conspiracy, an assassination prevented by James Kirk and the crew of the Enterprise. At the conclusion of the crisis, having witnessed Captain Kirk's defense of peace in spite of his earlier prejudices towards Klingons, she told him, "you've restored my father's faith," to which Kirk replied, "and you've restored my son's," referring to David Marcus, who was murdered by Klingons.
