Arret was a formerly inhabited planet. This was the homeworld for an extinct warp capable humanoid species.

This planet was located hundreds of light years past the limits of Federation exploration in 2268. The location of the planet in the Milky Way Galaxy was depicted on a Federation star chart in 2293. (TOS: "Return to Tomorrow", Star Trek VI: The Undiscovered Country, production art)

History

Originally Earth-like (though much older), its atmosphere was ripped away by a cataclysmic war fought half a million years before the USS Enterprise arrived in orbit. Its surface was devoid of life.

Eleven survivors of that great war created a shelter 112.37 miles below the surface. This vault was constructed of material harder and stronger than anything Commander Spock had measured at that time; its atmosphere (perhaps arranged especially for the landing party) was "a fraction richer in oxygen than usual".

This chart placed Arret between the Tholian Assembly and Romulus. According to dialog in "Call to Arms", the two were Alpha Quadrant powers.s
The novel Q-Strike implied that the Beta XII-A entity was responsible for provoking the war.
