An arrested culture was a culture that was stagnant. Specifically, this might include lack of advancement and significant changes in their physical environment.

Spock referred to the Organians as a "laboratory specimen of an arrested culture" prior to the revelation of their true natures in 2267. This was in light of the observation that there was no evidence of any progress as far back as his tricorder could register, a result that appeared unlikely. (TOS: "Errand of Mercy")

While the culture of Sigma Iotia II was not implicitly said to be be arrested, James T. Kirk did describe the Iotians' behavior as such.
