The Arkonian language was spoken by the Arkonians.

Charles Tucker III of the Enterprise NX-01 was marooned on a moon with an Arkonian named Zho'Kaan, and managed to pick up a few words of his language. The Arkonian, in turn, managed to pick up several words of Commander Tucker's native English. (ENT: "Dawn")
