Anti-time is a spatial and temporal phenomenon.
The relationship between time and anti-time is the same as the one between matter and anti-matter. When time and anti-time interact, the two interact and annihilate each other. This interaction also causes disruptions in space. Because of the nature of anti-time, this disruption essentially runs "backwards".
Anti-time has unusual effects on organic tissue, which essentially causes it to revert to an earlier stage. This can result in old scars healing themselves or foetal tissue breaking down. (TNG: All Good Things...)
Anti-time phenomenon was responsible for the destruction of humanity at the alternate Q- timeline of "All Good Things..." Three tachyon pulses caused anti-time distortion to form at the future, and it then expanded to the past.
