Lieutenant Commander Albert was an operations division Starfleet officer during the 2360s. He was married and had one son, Joshua.
In 2368, Joshua, a Starfleet cadet, was killed when the ships of the Nova Squadron, of which Joshua was a part, collided while attempting the forbidden Kolvoord Starburst. The remaining four members of the Squadron tried to cover this up and blamed the collision on Joshua. Albert was saddened by this fact and later visited Wesley Crusher, whom Albert told he felt sorry for Joshua letting his friends down. This confession of Joshua's father, which was based on Wesley's lies, was one of the things contributing to Crusher's later decision to tell the truth. (TNG: "The First Duty")
Albert was played by Ed Lauter.
