Alan Kobayashi on a Starfleet Command order

Alan Kobayashi was a Starfleet officer in the 24th century. In 2364, as a captain, he was the commander of the USS Tycho. On stardate 41375.3, he received an order about fiscal cutbacks from Admiral Gerald Kawaoki of Starfleet Mission Operations Unit.
